1. Prepare and provide±50% cost estimation on request to Project Develop Engineer based on petro-chemical plants cost estimation experience. 2. Responsible for ±30% cost estimation and prepare cost estimation guideline in selection phase. Familiar with government permit matters. 3. Responsible for the ±10% cost estimation based on quota, familiar with brown zone special construction conditions. 4. Worked with cost control lead (maintenance) to monitor maintenance project cost. 5. Conduct Long Lead Delivery equipment cost quotation with project engineer and procurement engineer support. 6. Planning and set up detailed cost breakdown structure based on project works and develop project control budget as control basis. 7. Involve in ITB works, prepare the bidding files with bill of quantities or Sinopec construction quota. Responsible for the bidding price analysis and clarification. 8. Generate accurate monthly cost reports, highlighting variances from the commitment, value of work done, and provide forecast on Latest Estimate. 9. Track and monitor monthly ACV and report status of the overall service contract ACV of projects. 10. Support Project/EM Engineer to review contractor completed works and milestone payment. 11. Contribute to the change management process for projects. Analyze trends and the highlight potential impacts of changes on cost. 12. Responsible for project cost settlement and coordinate & negotiate with construction contractor. 13. Responsible for project cost close out, provide cost analysis to project manager and support project manager to complete post implementation review of project. 14. Complete capitalization of project on time and provide the data to FN. 15. Support for Project Completion settlement Audit and project final account audit. 16. Support TA cost control lead to develop TA cost. 17. Assist in the development of an in-house cost estimating tool and database with reference to CSPC’s SAP database.

1. Educational background: ? University graduate or above with qualified cost control and estimation certification. 2. Work experience: ? Minimum 5 years of experience in cost control relevant work. ? Familiar with project lifecycle process and familiar with cost in brown zone construction 3. Language proficiency: Fluent in spoken and written English.
CNOOC and Shell Petrochemicals Company(CSPC) Limited has been established as a Chinese Foreign Equity Joint Venture Company on 28 December 2000. It has built and now operates a USD4.1 billion world-scale petrochemicals complex in Daya Bay, Huizhou, Guangdong. It is one of the largest capital investments for a Sino-foreign joint venture project to date in the People’s Republic of China. In 2016 agreement was reached between the partners to expand CSPC more than doubling the production capacity with the addition of a 1.2 Million Ton/Year Ethylene per year creating an additional 4.0 Million Tons/Year of petrochemical products(C2).The partners are Shell Nanhai B.V., a member of the Royal Dutch Shell, with a 50 per cent stake, and CNOOC Petrochemicals Investment Company Limited(CPIL), also with 50 per cent. CPIL is owned by China National Offshore Oil Corporation(CNOOC)(90%) and Guangdong Guangye Investment Group Company Limited(10%).The CSPC petrochemicals complex incorporates the world’s most advanced technologies and utilizes modern management systems and international standards in the design, construction and operation of the complex. Its adoption of 13 patents through international bidding ensures it operates on the cutting edge of technology. The majority of its process units are world-scale. Additionally CSPC applies the principles of sustainable development throughout the design, construction and operation of the complex, demonstrating its strong commitment to the community and the environment.
